Section 1444(a)(2) of the National Agricultural Research, Extension, and Teaching Policy Act of 1977 ( 7 U.S.C. 3221(a)(2) ) is amended— by striking 2003 and inserting 2025 ; and by striking 20 percent and inserting 40 percent .
