Section 306(a)(26) of the Consolidated Farm and Rural Development Act ( 7 U.S.C. 1926(a)(26) ) is amended by adding at the end the following: Of the amounts available to carry out this paragraph for a fiscal year, the Secretary shall use not less than 2 percent to award grants under this paragraph to 1 or more of the entities described in subparagraph
(A)for the purpose of providing on-site technical assistance and training on a national or multi-State regional basis. .
