In this section: The term food security means access by all people at all times to enough food for an active, healthy life. The term nutrition security means consistent and equitable access to healthy, safe, and affordable foods essential to optimal health and well-being. The term supplemental nutrition assistance program means the supplemental nutrition assistance program established under the Food and Nutrition Act of 2008 ( 7 U.S.C. 2011 et seq. ). Not later than 1 year after the date of enactment of this Act, and annually thereafter, the Secretary shall submit to the Committee on Agriculture, Nutrition, and Forestry of the Senate and the Committee on Agriculture of the House of Representatives, and make publicly available on the website of the Department of Agriculture, a report on food security and nutrition security in the United States.
Each report submitted under subsection
(b)shall include, for the period covered by the report— an analysis of the food security, nutrition security, and diet quality of participants and nonparticipants in the supplemental nutrition assistance program; a summary of changes made to the supplemental nutrition assistance program that are intended to improve food security, nutrition security, and diet quality; and an analysis of the impact and effectiveness of those changes on food security, nutrition security, and diet quality; and recommendations for additional authority to be provided to the Secretary to improve food security, nutrition security, and diet quality for participants in the supplemental nutrition assistance program. There are appropriated, out of any funds in the Treasury not otherwise appropriated, such sums as are necessary to carry out this section for fiscal year 2025 and each fiscal year thereafter.
