Section 3107 of the Farm Security and Rural Investment Act of 2002 ( 7 U.S.C. 1736o–1 ) is amended— in subsection (f)(2)(C), by striking indigenous institutions as well as local and inserting indigenous institutions, women-led and women-owned organizations, and local ; and in subsection (l)— in paragraph (2), by striking 2023 and inserting 2029 ; in paragraph (4), by striking not more than 10 percent and inserting not less than 10 percent, but not more than 20 percent, ; and by adding at the end the following:

Of the amounts described in paragraph (4), the Secretary may provide funds for capacity-building activities to support the purchase of agricultural commodities described in subsection (a)(2)(A). .
