The Secretary shall conduct a study to examine barriers to and opportunities for commodity food purchases by the Department of Agriculture (including under programs funded by the Department of Agriculture), including— the barriers to and opportunities for commodity food purchases by the Department of Agriculture (including under programs funded by the Department of Agriculture) with respect to— food produced by— beginning, veteran, limited resource, and underserved farmers and ranchers; small to mid-sized farm operations; agricultural cooperatives; and independent small and mid-sized meat and poultry processors; food produced pursuant to certifications relating to— organic production; animal welfare; climate-smart practices; using fair labor practices, such as a fair trade certification; or other process-related or product attribute certifications determined appropriate by the Secretary; and food produced by or supplied by providers of Kosher, Halal, Tribal, or other culturally relevant agricultural products; and the extent to which existing procurement channels, including the Local Food Purchase Assistance Cooperative Agreement Program, have addressed barriers to and opportunities for commodity food purchases by the Department of Agriculture (including under programs funded by the Department of Agriculture) for each of the barriers identified in paragraph (1).
Not later than 18 months after the date of enactment of this Act, the Secretary shall publish and make publicly available on the website of the Department of Agriculture a report describing in detail the results of the study conducted under subsection (a).
