The amendments made by this Act shall— take effect on the date that is 60 days after the date of the enactment of this Act; and apply with respect to articles entered on or after the date that is 30 days after the effective date of the regulations prescribed under subsection
(c)of section 321 of the Tariff Act of 1930, as added by section 4.
