The Director of the National Institute of Standards and Technology shall carry out, in coordination with the Attorney General and the Director of the Center for Disease Control, a pilot program to develop a Regional Network of Strategic Emerging Drug Laboratories (SEDLs)— to provide real-time information relating to emerging trends in illicit drug use and drug trafficking to State, local, Federal, Tribal, and territorial governments, medical facilities, law enforcement agencies, and forensic laboratories; to develop novel validated analytical methods; and to publish quarterly and annual trend reports to law enforcement and public health agencies and research institutes.
