Sec. 102. Development of comprehensive national strategy to prevent illicit synthetic drug smuggling through United States transportation systems to protect transportation security and interstate commerce

The Director of the Office of National Drug Control Policy, in consultation and coordination with the Secretary of Transportation, the Secretary of Homeland Security, the Attorney General, and representatives of the private sector and unions representing transportation workers, shall— develop a comprehensive national strategy that— prevents the smuggling of illicit synthetic drugs through United States transportation systems; protects transportation security; prevents disruptions to interstate commerce; and does not unduly delay or interfere with the free flow of goods and services in interstate commerce or the movement of people; and not later than 2 years after the date of the enactment of this Act, submit a report to the appropriate congressional committees describing the implementation of the strategy developed pursuant to paragraph (1).
