Except as provided in subsection (b), the Secretary of Labor shall issue regulations to carry out this title. The regulations described in paragraph
(1)shall include regulations requiring every employer to post and keep posted, in conspicuous places on the premises of the employer where notices to employees are customarily placed, a notice, to be prepared or approved by the Secretary of Labor, summarizing the provisions of this title and providing information on procedures for filing complaints. The Secretary of Labor shall develop such a notice and provide copies to employers upon request without charge. The authorities described in section 203(g) shall apply with respect to promulgating regulations to carry out this Act for the respective employees of each administrative officer described in such subsection. The regulations prescribed under this subsection shall, to the extent appropriate, be consistent with the regulations prescribed by the Secretary of Labor under subsection (a).
