Sec. 11. Recognition of expired Russian Federation passports

Not later than 180 days after the date of the enactment of this Act, the Secretary, in coordination with the Secretary of Homeland Security, shall develop a process for recognizing expired Russian Federation passports as valid for travel to and from the United States until the Secretary certifies to the appropriate congressional committees and to the Commissioner for U.S. Customs and Border Protection that it is safe for a Russian individual in exile to return to the Russian Federation for document renewal.
