To further the purposes of this Act, the Authority shall serve rural and Native communities. The Authority shall, by regulation, establish effective for 2025 and each year thereafter a method for evaluating whether, and the extent to which, the Authority has complied with the duty under subsection
(a)and for rating the extent of such compliance. Using the method established under paragraph (1), the Authority shall, for 2025, and each year thereafter, evaluate compliance described in that subparagraph and rate its performance as to extent of compliance. The Authority shall annually publish and submitted to the Committee on Banking, Housing, and Urban Affairs of the Senate and the Committee on Financial Services of the House of Representatives a report that contains the evaluation and rating for the year as described in paragraph (2).
