Except as may be otherwise expressly provided in this Act, all powers and authorities conferred by this Act shall be cumulative and additional to and not in derogation of any powers and authorities otherwise existing. If any provision of this Act, an amendment made by this Act, or the application of such provision or amendment to any person or circumstance is held to be invalid, the remainder of this Act and the amendments made by this Act, and the application of the provision or amendment to any other person or circumstance, shall not be affected.
This Act shall take effect on the date that is 60 days after the date of enactment of this Act, or on such earlier date as the President shall specify by Executive order published in the Federal Register, except that any of the officers provided for in section 4(c) may be nominated and appointed, as provided in that section, at any time after the date of enactment. If 1 or more officers required by this Act to be appointed by the President, by and with the advice and consent of the Senate, have not entered office as of the effective date of this Act under subsection (c), the President may designate any person who was an officer of the Department as of the day before that effective date to serve in that office in an acting capacity until the earlier of— the date on which the office is filled as provided in this Act; or the date that is 60 days after the effective date.
While serving in an office in an acting capacity as described in paragraph (1), a person shall receive compensation at the rate provided by this Act for that office.
