In this section, the term covered grant means— a Choice Neighborhoods Program grant; a grant under section 11 of the Housing Opportunity Program Extension Act of 1996 ( 42 U.S.C. 12805 note); and any other competitive grant relating to the construction, modification, rehabilitation, or preservation of housing, as determined by the Secretary of Housing and Urban Development. The Secretary of Housing and Urban Development shall prioritize the award of covered grants to recipients located in, or that primarily serve, a community that has been designated as a qualified opportunity zone under section 1400Z–1 of the Internal Revenue Code of 1986.
