None of the funds made available by this or any prior Act may be used to administer, implement, or enforce the final rule issued by the Secretary of Veterans Affairs and published on February 16, 2023, relating to Change in Rates VA Pays for Special Modes of Transportation (88 Fed. Reg. 10032) until the Secretary of Veterans Affairs conducts a thorough review and analysis of such change with respect to the impact on access to care for veterans and the economic impact of such change on the Department of Veterans Affairs, including the development of a formal process to review and provide input to such review, by relevant industry experts, the Centers for Medicare & Medicaid Services, and Veteran Service Organizations, and provides such review and analysis to the Committees on Appropriations of both Houses of Congress.
