Section 9 of the Small Business Act ( 15 U.S.C. 638 ) is amended by adding at the end the following: Not later than 180 days after the date of enactment of this subsection, the Secretary of Defense shall establish a pilot program to enable any undergraduate, graduate, or postgraduate degree-granting military research or educational institution established under title 10, United States Code, to participate in the STTR program of the Department of Defense. The authority to carry out the pilot program under this subsection shall end on September 30, 2025. .
