Sec. 599. Evaluation of military recruits and officer candidates for drug use

The Secretary of Defense shall ensure that all prospective recruits and officer candidates undergo testing for controlled substances prior to enlistment or appointment as an officer in the Armed Forces. In this section, the term controlled substance means a substance described in section 912a(b) of title 10, United States Code.
