Section 115(i) of title 10, United States Code, is amended by adding at the end the following new paragraph: Members of the National Guard on active duty or full-time National Guard duty serving as Bilateral Affairs Officers as part of the National Guard State Partnership Program. . Section 386(a) of title 10, United States Code, is amended by striking appropriate congressional committees and inserting congressional defense committees .
