Sec. 354. Retrofitting of anti-lock brake system and electronic stability control kit for certain Army vehicles

By not later than September 30, 2030, the Secretary of the Army shall ensure that all high-mobility multipurpose wheeled vehicles identified in the Tactical Wheeled Vehicle Strategy of the Army have been retrofitted with an anti-lock brake system and electronic stability control kit. The Secretary of the Army shall develop a plan to ensure the requirement under subsection
(a)will be met. The plan required under paragraph
(1)shall include the following: A description of the steps required to ramp up production of the anti-lock brake system and electronic stability control kits required under subsection
(a)and conduct retrofitting activities at Red River Army Depot, Texas, and its associated flyaway teams. A list of challenges identified by the Secretary of the Army, if any, to meeting the requirement under subsection
(a)and a list of steps required to address those challenges. An estimated monthly rate of retrofits needed to meet the requirement under subsection (a). A funding plan required to carry out the steps described in subparagraphs
(A)and (B). An identification of any authorities or funding required for secondary destination transportation to fulfill the plan required under paragraph (1). Not later than 90 days after the date of the enactment of this Act, the Secretary of the Army shall submit to the congressional defense committees the plan required by paragraph (1). Not later than each of March 1, 2025, March 1, 2026, and March 1, 2027, the Secretary of the Army shall certify to the congressional defense committees that the budget of the Army will enable the Army to meet the requirement under subsection (a).
