Not later than March 31, 2025, the Secretary of Defense and the Secretary of Energy, acting through the Chairman of the Nuclear Weapons Council, shall submit to the congressional defense committees a review of the recommendations of the report entitled America’s Strategic Posture: The Final Report of the Congressional Commission on the Strategic Posture of the United States and dated October 2023. The review required by subsection
(a)shall include the following: An assessment of the extent to which implementation of each recommendation may contribute to the deterrence of particular threats anticipated within in the time frame of the report. A determination of whether each such recommendation has been or will be addressed by the Department of Defense or the Department of Energy, and if applicable— how such recommendation has been or will be addressed; or why such recommendation will not be addressed. For each recommendation, an estimate of the cost of implementation. A description of any anticipated impacts to the Defense Industrial Base or the Nuclear Security Enterprise required to support a recommendation, and any projected net benefits to the economic competitiveness of the United States. A description of the impact, if any, of implementing a recommendation with respect to other activities of the Department of Defense or the Department of Energy. Such other information as the Chairman of the Nuclear Weapons Council determines relevant to the review. The review required by subsection
(a)shall be submitted in unclassified form, but may include a classified annex.
