Not later than 90 days after the date of the enactment of this Act, the Secretary of Defense, in coordination with the Secretary of State, shall submit to the appropriate committees of Congress a multiyear implementation plan for Department of Defense activities necessary to support the establishment of a regional contingency stockpile for Taiwan pursuant to section 5503(b) of the James M. Inhofe National Defense Authorization Act for Fiscal Year 2023 ( Public Law 117–263 ; 136 Stat. 3298). The plan required by subsection
(a)shall include the following: An identification of potential locations for the establishment of a regional contingency stockpile for Taiwan. A description of existing or additional international agreements that would be required to enable the establishment of such stockpile locations. A list of equipment and supplies, and estimated quantities of such equipment and supplies, required for such a stockpile. An estimated timeline for the establishment of such a stockpile. An identification of any additional authorities and resources necessary for establishing such a stockpile. Any other matter the Secretary of Defense considers relevant. In this section, the term appropriate committees of Congress means— the Committee on Armed Services, the Committee on Appropriations, and the Committee on Foreign Relations of the Senate; and the Committee on Armed Services, the Committee on Appropriations, and the Committee on Foreign Affairs of the House of Representatives.
