The Secretary of the Navy shall not award a contract that includes a scope of work for the construction of the lead ship of the Landing Ship Medium program until the Secretary certifies to the congressional defense committees that basic and functional design (as defined in section 8669c(c) of title 10, United States Code) with respect to such ship is complete.
