Of the funds authorized to be appropriated by this Act for fiscal year 2025 for operation and maintenance, defense-wide, and available for the Office of the Secretary of Defense for travel expenses, not more than 75 percent may be obligated or expended until the Secretary of Defense— prescribes the regulations required under paragraph
(4)of section 901(i) of division J of the Further Consolidated Appropriations Act, 2020 ( 22 U.S.C. 2680b(i) ) with respect to the Department of Defense; or submits a written notification under subsection
(b)stating the intent of the Secretary to not provide payments authorized under such section. Not later than 30 days after the date of the enactment of this Act, the Secretary of Defense shall submit to the congressional defense committees a written notification of the intent of the Secretary to provide or not provide payments authorized under section 901(i) of division J of the Further Consolidated Appropriations Act, 2020 ( 22 U.S.C. 2680b(i) ).
