Not later than 6 months after the date of enactment of the Student Protection and Success Act , the Secretary of Education shall submit to Congress a report— on best practices for institutions of higher education to improve repayment rates; and that makes recommendations on how institutions of higher education can improve repayment rates, with a particular emphasis on institutions that serve a high proportion of low-income students.
