Section 1207 of the Water Resources Development Act of 2016 (130 Stat. 1686) is amended— by striking The Secretary shall and inserting the following: The Secretary shall ; and by adding at the end the following: Notwithstanding any other provision of law, for an authorized project or a separable element of an authorized project that is recommended as a result of a study carried out by the Secretary under subsection
(a)benefitting an economically disadvantaged community (as defined pursuant to section 160 of the Water Resources Development Act of 2020 ( 33 U.S.C. 2201 note; Public Law 116–260 )) in the State of West Virginia, the non-Federal share of the cost of the project or separable element of a project shall be 10 percent. .
