In this section: The term economically disadvantaged community has the meaning given the term pursuant to section 160 of the Water Resources Development Act of 2020 ( 33 U.S.C. 2201 note). The term economically disadvantaged community includes unincorporated communities within the study area. The term study means the Delaware Inland Bays and Delaware Bay Coast Coastal Storm Risk Management Study, authorized by the resolution of the Committee on Public Works and Transportation of the House of Representatives dated October 1, 1986, and the resolution of the Committee on Environment and Public Works of the Senate dated June 23, 1988.
Notwithstanding any other provision of law, in order to assist the economically disadvantaged communities in the area of the study, the non-Federal share of the costs of carrying out the study, or project construction or a separable element of a project authorized based on the study, shall be 10 percent. The Secretary shall seek to expedite any amendments to any existing cost-share agreement for the study in accordance with this section. Amounts made available to carry out the study, or project construction or a separable element of a project authorized based on the study, shall not be used for coastal storm risk management projects that provide for ongoing construction beachfill projects along the Atlantic Coast.
