It is the sense of Congress that— the Allegheny River is an important waterway that can be utilized more to support recreational, environmental, and navigation needs in Pennsylvania; ongoing efforts to increase utilization of the Allegheny River will require consistent hours of service at key locks and dams; and to the maximum extent practicable, the lockage levels of service at locks and dams along the Allegheny River should be preserved until after the completion of the feasibility study for the project for navigation and ecosystem restoration, Allegheny River, Pennsylvania, authorized by section 1201.
