Not later than 2 years after the vacancy of existing Federal agencies, the Administrator of General Services shall sell for fair market value at highest and best use, the Wilbur J. Cohen Federal building located at 330 Independence Avenue SW in Washington, D.C. Any net proceeds received from the sale of the property under this section shall be deposited into an account in the Federal Buildings Fund established by section 592(a) of title 40, United States Code. On deposit of net proceeds into the Fund under paragraph (1), such net proceeds may be expended only subject to a specific future appropriation.
In this subsection, the terms beneficial owner , foreign entity , and foreign person have the meanings given those terms in section 2 of the Secure Federal LEASEs Act ( 40 U.S.C. 585 note; Public Law 116–276 ). The property described in subsection
(a)may not be sold to any foreign person or foreign entity, including if the foreign person or foreign entity is a beneficial owner of the foreign person or foreign entity.
