Sec. 2233. GAO report on economic development programs

In this section: The term Comptroller General means the Comptroller General of the United States. The term Regional Commission has the meaning given the term in section 3 of the Public Works and Economic Development Act of 1965 ( 42 U.S.C. 3122 ). Not later than September 30, 2026, the Comptroller General shall submit to the Committee on Environment and Public Works of the Senate and the Committee on Transportation and Infrastructure of the House of Representatives a report that evaluates economic development programs administered by the Economic Development Administration and the Regional Commissions.
In carrying out the report under subsection (b), the Comptroller General shall— evaluate the impact of programs described in that subsection on economic outcomes, including job creation and retention, the rate of unemployment and underemployment, labor force participation, and private investment leveraged; describe efforts by the Economic Development Administration and the Regional Commissions to document the impact of programs described in that subsection on economic outcomes described in paragraph (1); describe efforts by the Economic Development Administration and the Regional Commissions to carry out coordination activities described in section 103 of the Public Works and Economic Development Act of 1965 ( 42 U.S.C. 3133 ); consider other factors, as determined to be appropriate by the Comptroller General of the United States, to assess the effectiveness of programs described in subsection (b); and make legislative recommendations for improvements to programs described in subsection
(b)as applicable.
