It is the sense of Congress that meeting the operation and maintenance needs at alternate seaports is important for the national security of the United States. Not later than 1 year after the date of enactment of this Act, the Secretary shall submit to the Committee on Transportation and Infrastructure of the House of Representatives and the Committee on Environment and Public Works of the Senate a report that includes an assessment of the operation and maintenance needs and backlog for Corps of Engineers projects at alternate seaports.
