Sec. 112. Requirement to support bilateral and multilateral artificial intelligence research collaborations

The Director of the National Science Foundation shall support bilateral and multilateral collaborations to facilitate innovation in research and development of artificial intelligence. The Director shall ensure that collaborations supported under subsection
(a)align with the priorities of the Foundation and United States research community and have the potential to benefit United States prosperity, security, health, and well-being. The Director shall ensure that collaborations supported under subsection (a)— support innovation and advancement in research on the development and use of artificial intelligence; facilitate international collaboration on innovation and advancement in artificial intelligence research and development, including data sharing, expertise, and resources; and leverage existing National Science Foundation programs, such as the National Science Foundation-supported National Artificial Intelligence Research Institutes and Global Centers programs. When entering into agreements in order to support collaborations pursuant to subsection
(a), the Director shall ensure that participating countries have developed and coordinated security measures and export controls to protect intellectual property and research and development.
