It is the policy of the United States— that the deterrence of strategic attacks, and in particular nuclear attacks, against the United States and its allies is the highest defense priority of the United States; and to marshal the full weight of statutory and regulatory measures available to the United States Government to ensure that the Secretary of Defense and the Secretary of Energy are provided with all necessary authorities and resources required to ensure the maintenance of a modern, effective strategic deterrent to meet the emerging suite of unprecedented strategic threats against the United States.
