Except as otherwise provided, this Act and the amendments made by this Act shall take effect 18 months after the date of enactment of this Act. For facilities that contract with the Bureau of Prisons or the United States Marshals Services, this Act and the amendments made by this Act shall apply to contracts finalized and entered into after the effective date of this Act.
