In this Act: The term Administrator means the Administrator of the Transportation Security Administration. The term HAZMAT Endorsement means the Hazardous Materials Endorsement Threat Assessment program authorized under section 5103a of title 49, United States Code. The term State means each of the several States, the District of Columbia, and the territories and possessions of the United States. The term TSA means the Transportation Security Administration. The term TWIC means the Transportation Worker Identification Credential authorized under section 70105 of title 46, United States Code.
