Notwithstanding any other provision of this title, the Administrator, in consultation with the Secretary of Defense, as appropriate, may withhold any model, code, or data developed or used under this title if the Administrator determines doing so to be necessary to protect the national security interests of the United States. Nothing in this title shall be construed to supersede any other provision of law governing the protection of the national security interests of the United States.
