It is the sense of Congress that the re-shoring and near-shoring of industry from China into the United States is in the national security interest of the United States and therefore falls under the national security exceptions under article XXI of the GATT 1994. In this section, the term GATT 1994 has the meaning given that term in section 2 of the Uruguay Round Agreements Act ( 19 U.S.C. 3501 ).
