Sec. 204. Americas Partnership Secretariat

Not later than 180 day after the date of the enactment of this Act, there shall be established in the United States the Americas Partnership Secretariat (in this section referred to as the Secretariat ). The Secretariat shall be responsible for duties including— coordinating diplomatic, economic, and people-to-people efforts of the Americas partner countries under this title and the amendments made by this title; carrying out efforts to build and advance partnerships between city mayors and other subnational government leaders from Americas partner countries, civil society organizations, and private sector entities to expand subnational diplomacy; and providing policy and technical support through dialogue, research, and other structured engagements.
The membership of the Secretariat shall be comprised of representatives from the governments of Americas partner countries. Selection of such representatives shall be determined by the governments of the Americas partner countries. There shall be available to the Secretariat, from the Re-shoring and Near-shoring Account established under section 301, $10,000,000 for each of fiscal years of 2024, 2025, and 2026 to carry out the duties of the Secretariat under this title and the amendments made by this title.
Amounts made available pursuant to subparagraph
(A)shall be available until expended.
