In this Act: The term appropriate congressional committees means— the Committee on Foreign Relations of the Senate ; the Committee on Appropriations of the Senate ; the Committee on Foreign Affairs of the House of Representatives ; and the Committee on Appropriations of the House of Representatives . The term Diplomatic Security special agent means a special agent of the Department of State or the Foreign Service under section 37 of the State Department Basic Authorities Act of 1956 ( 22 U.S.C. 2709 ).
