Beginning on the date that is 180 days after the date of enactment of this Act, and every other year thereafter, the Pardon Attorney shall conduct a study on the extent of compliance or noncompliance with this Act. Not later than April 1 of each year following the completion of the study required under subsection, the Pardon Attorney shall submit to Congress a report containing the findings of the study and any recommendations to improve compliance with this Act.
