In this title, the term unmanned aerial system — means an aircraft without a human pilot onboard that is controlled by an operator remotely or programmed to fly autonomously; and includes— unmanned vehicles that conduct intelligence, surveillance, or reconnaissance operations; unmanned vehicles that can loiter, such as suicide or kamikaze drones; and unmanned combat aerial vehicles.
