The Attorney General may, in coordination with the Director of National Intelligence as may be appropriate, delay implementation of a provision of this Act or an amendment made by this Act for a period of not more than 1 year upon a showing to the appropriate committees of Congress that the delay is necessary— to develop and implement technical systems needed to comply with the provision or amendment; or to hire or train personnel needed to comply with the provision or amendment.
