Not later than 90 days after the date of the enactment of this Act, the Director of National Intelligence shall publish a good faith estimate of— the number of United States persons whose communications are collected under section 702 of the Foreign Intelligence Surveillance Act of 1978 ( 50 U.S.C. 1881a ); or the number of communications collected under such section to which a party is a person located in the United States at the time of communication.
