The Articles of Free Association shall come into effect upon mutual agreement between the Government of the United States and the Government of Puerto Rico after completion of approval by— a separate ratification vote on the Articles by the eligible voters in the special election held under section 203; and the Government of the United States in accordance with its constitutional processes. If the special election under subsection (a)(1) results in rejection of the Articles of Free Association, the process provided for in section 210 and subsection
(a)shall be repeated.
