Section 781 of the Public Health Service Act ( 42 U.S.C. 295h ) is amended— in subsection (b), by adding at the end the following: The amount of a payment made under this section on behalf of an individual shall not be considered income for any purpose under the Internal Revenue Code of 1986. ; and in subsection (j), by striking $25,000,000 for each of fiscal years 2019 through 2023 and inserting $50,000,000 for each of fiscal years 2024 through 2028 .
