None of the amounts appropriated under the heading Economic Support Fund in any Act making appropriations for the Department of State, foreign operations, and related programs may be obligated or expended to provide assistance to the West Bank and Gaza until the Secretary of State certifies to Congress that on or after October 7, 2023, the terrorist infrastructure in the West Bank and Gaza of Hamas and any other foreign terrorist organization (as that term is defined in section 620K of the Foreign Assistance Act of 1961 ( 22 U.S.C. 2378b ), as amended by section 4) has been verifiably dismantled.
Not later than 90 days after the Secretary of State makes a certification under subsection (a), the Comptroller General of the United States shall submit to Congress an assessment of whether the infrastructure described in subsection
(a)has been verifiably dismantled. Not later than 90 days after the date of the enactment of this Act, the Secretary of State shall submit to the appropriate congressional committees a report on relevant consultations with United States partners in the region, including Israel. Not later than 90 days after the Secretary makes a certification to Congress under subsection (a), the Secretary shall submit to the appropriate congressional committees a report on relevant consultations with United States partners in the region, including Israel. In this subsection, the term appropriate congressional committees means— the Committee on Foreign Relations and the Committee on Appropriations of the Senate; and the Committee on Foreign Affairs and the Committee on Appropriations of the House of Representatives.
