Not later than 180 days after the date of enactment of this Act, and annually thereafter, the President shall submit to the congressional defense committees, the Committee on Foreign Relations of the Senate, and the Committee on Foreign Affairs of the House of Representatives a report on the use of human shields by Iranian funded terrorist groups. Each report submitted under subsection
(a)shall include— a list of Palestinian terrorist groups— that receive financial assistance or training primarily from Iran; or over which Iran exerts undue influence; a list of foreign persons who are members of— Hezbollah’s Shura Council; Hezbollah’s Executive Council; Hamas’s Politburo; Hamas’s Shura Council; and Palestine Islamic Jihad’s Shura Council; a determination, with respect to each foreign person listed in paragraph (2), whether, during the relevant reporting period, that person knowingly ordered, controlled, or otherwise directed the use of civilians protected as such by the law of war to shield military objectives from attack; and for every positive determination under paragraph (3), if sanctions have not been imposed on the foreign person under the Sanctioning the Use of Civilians as Defenseless Shields Act ( Public Law 115–348 ), an explanation why such sanctions were not imposed. In this section, the term relevant reporting period means— for the first report— in the case of members of Hamas or Hezbollah, since the date of the enactment of the Sanctioning the Use of Civilians as Defenseless Shields Act ( Public Law 115–348 ; 50 U.S.C. 1701 note); and in the case of members of Palestine Islamic Jihad, since the date of the enactment of this Act; and for subsequent reports, since the date of the last report.
