Not later than 90 days after the effective date of this Act, the Secretary of the department in which the Coast Guard is operating shall promulgate regulations to implement the amendment made by section 9503 of the William M.
(Mac)Thornberry National Defense Authorization Act for Fiscal Year 2021 ( Public Law 116–283 ; 134 Stat. 4822) to section 4(a)(1) of the Outer Continental Shelf Lands Act ( 43 U.S.C. 1333(a)(1) ) with respect to laws administered by such Secretary.
