Not later than 2 years after the date of establishment of the constitutional convention, the Elections Commission shall submit the constitution formulated and drafted by the delegates to the constitutional convention to the eligible voters for ratification or rejection in a special election. The special election held under subsection
(a)shall be held in the manner prescribed by the Legislative Assembly. If the constitution of the nation of Puerto Rico is rejected in a special election held under subsection (a), the process provided for under sections 302 and 303 and subsections
(a)and
(b)shall be repeated, except that section 302(a) shall be applied by substituting— the special election for a plebiscite ; and rejects the Constitution for favors sovereignty in free association with the United States .
