There are authorized to be appropriated such sums as are necessary for the Elections Commission to carry out— a nonpartisan voter education campaign under section 102; and an initial plebiscite; and if necessary, a runoff plebiscite. Notwithstanding any other provision of the Consolidated Appropriations Act, 2014 ( Public Law 113–76 ; 128 Stat. 5), the unobligated balance of funds made available to carry out a plebiscite on the status of the Commonwealth of Puerto Rico under paragraph
(1)under the heading under the heading state and local law enforcement assistance under the heading Office of Justice Programs in title II of division B of that Act ( Department of Justice Public Law 113–76 ; 128 Stat. 61) shall be made available to carry out this Act.
