Notwithstanding section 2004(e)(1) of the Homeland Security Act of 2002 ( 6 U.S.C. 605(e)(1) ), the meaning of total funds appropriated for grants under this section and section 2003 in each place that it appears shall not include any funds provided for the Nonprofit Security Grant Program in paragraph
(3)under the heading Federal Emergency Management Agency—Federal Assistance in this Act.
