Of the unobligated balances from discretionary amounts made available in fiscal year 2020 or before for the National Park Service, and derived from the Land and Water Conservation Fund, $100,000,000 is hereby permanently rescinded from grant programs with an unobligated carryover balance: That no amounts may be rescinded from amounts that were designated by the Congress as an emergency requirement pursuant to a concurrent resolution on the budget or the Balanced Budget and Emergency Deficit Control Act of 1985.
